There is a rare category of safety professional whose influence outgrows any single company. They begin on the frontline, master their craft across industries, and eventually find themselves at the table where a nation's safety standards are written. Sultan Musabah Al Mazrouai belongs to that category — and his journey there is a distinctly Omani success story, built over nineteen years of progressive, hard-earned leadership.
Sultan's career began in January 2007 on the Oman Methanol Project, where as HSE Supervisor he learned safety the way it must first be learned: on the ground. He supervised field controls and security arrangements, prepared job hazard analyses and risk assessments, delivered firefighting and breathing apparatus training, and supported commissioning and five major shutdowns through hands-on HSE planning. A Higher Education Diploma in Fire Safety Engineering — earned with Distinction — underpinned it all.
From there, he moved to Shadeed Iron & Steel during the critical commissioning phase of a major steel facility, monitoring permit-to-work compliance for hot work, confined space, and lifting operations, and coordinating emergency readiness during one of the highest-risk windows in any plant's life.
In July 2011, Sultan joined Vale Oman Pelletizing Company as Senior HSE Engineer — a role he would hold for nine years, and the crucible in which his governance capabilities matured. He managed HSE system implementation and legal compliance, led contractor HSE management and performance programmes, developed emergency response plans, supervised firefighting and rescue readiness, and coordinated directly with government authorities and the Royal Oman Police.
Crucially, these were the years Sultan evolved from practitioner to builder — developing procedures, training programmes, and trainer capability that outlasted any single project. He complemented the experience with a NEBOSH International General Certificate in 2012 and the NEBOSH International Diploma (Level 6, with Credit) in 2016.
Since August 2020, Sultan has led the HSSE function at Sohar Port Industrial Company — one of the most demanding safety mandates in the Sultanate. The port and freezone environment is not a single operation but an ecosystem: group companies, tenants, contractors, and port users spanning steel, mining, petrochemicals, manufacturing, and logistics.
Here, Sultan operates as a true enterprise leader. He sets and maintains HSSE standards across the entire zone, drives regulatory compliance through audits and risk reviews, leads emergency coordination, security operations, and road traffic control, and reports HSSE performance and strategic risk directly to CEOs, boards, and senior leadership. He manages the function's budget, coaches and develops his team, and governs incident investigation from root cause to preventive action.
To sharpen the business dimension of his leadership, he completed an Executive MBA at the WU Executive Academy Vienna in partnership with GUtech — a deliberate investment in speaking the language of strategy as fluently as the language of safety.
What elevates Sultan's profile beyond the corporate sphere is his growing role in shaping Oman's national safety landscape. He serves as Head of the Technical Committee for OPAZ's industrial emergency response brigade for Duqm, as a technical member of the Ministry of Labour's National OHS Strategy development project, and as an HSSE technical expert on the final review of Oman's new OHS regulations, Ministerial Decision 286.
These are appointments of trust — recognition that when Oman writes the rules that will protect its industrial workforce for a generation, Sultan Al Mazrouai's judgment belongs in the room.
Calm under pressure, governance-focused, and relentlessly practical, Sultan represents the modern Omani HSSE executive: one who combines ISO 45001 and ISO 22301 credentials with boardroom fluency, and field-earned credibility with national influence.
